New Mexico has a bitter gambling background. When the IGRA was passed by Congress in 1989, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King announced a panel in Nineteen Ninety to create a compact with New Mexico Amerindian bands. When the panel arrived at an accord with 2 important local tribes a year later, Governor King refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that Amerindian gaming in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the Amerindian bands, anti-wagering forces were able to tie the contract up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the deal, thus denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, signed by the New Mexico government, to get the ball rolling on a full compact between the State of New Mexico and its Amerindian bands. A decade had been burned for gaming in New Mexico, including Native casino Bingo.
The not for profit Bingo business has grown since Nineteen Ninety-Nine. That year, New Mexico not for profit game operators acquired just $3,048. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo revenues have increased steadily since then. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the owners.
Bingo is clearly beloved in New Mexico. All types of providers try for a piece of the action. With hope, the politicians are through batting around gambling as an important issue like they did in the 90’s. That’s most likely hopeful thinking.
